Legislation proposes way to improve Chase Field without raising taxes, ensure DBacks stay in Arizona

State Rep. Jeff Weninger (R-Chandler) has introduced H.B. 2704, legislation that would ensure a reliable funding stream for the repair and modernization of Chase Field while also ensuring the Arizona Diamondbacks stay in Arizona for the long term. The bill will be heard by the House Commerce Committee on Tuesday afternoon. Here鈥檚 a look at what the bill does.

What the bill does

The bill allows the Diamondbacks to recapture the sales taxes that are generated at Chase Field on things like concessions and merchandise. Likewise, the income taxes of team employees and their spouses (for couples that file jointly) will be recaptured into the same fund as the sales taxes, creating a reliable mechanism to improve the stadium without raising taxes. 

Furthermore, it will ensure that the Diamondbacks stay in Arizona for decades to come, solidifying the team鈥檚 role as a critical generator of revenue for restaurants and other small businesses around the stadium, as well as an essential partner in charitable efforts that have positively affected every corner of the state. The team is nearing $100 million in total charitable giving during its time in Arizona. 

Will it raise taxes?

No, this bill will not raise any taxes on Arizonans. Rather, the bill will allow the use of tax dollars already generated by the stadium and Diamondbacks. A similar funding mechanism is in place for State Farm Stadium in Glendale.

What repairs does Chase Field require?

Chase Field was originally built in the 1990s and, as a result, it is lacking certain necessary accommodations of a modern sports facility. Among other needs, the stadium requires upgrades to its plumbing and electrical systems, and it lacks a modern HVAC system to ensure fan comfort during the summer months. 

Is Chase Field used just for baseball?

Though the Diamondbacks are the main attraction, Chase Field has also hosted numerous concerts, college football bowl games, and special events like rodeos.

When will the bill be heard?

The bill will be heard tomorrow, February 4, in the House Commerce Committee. The meeting is scheduled for 2 pm, but could start sooner once House floor proceedings are completed. The hearing can be livestreamed .
